Besides Adobe, there are many other companies that develop PDF tools. Several of thse also create a free PDF reader. The reader is usually offered as a method to interest you in their other PDF tools. Some allow editing of PDF files (comments, annotations, bookmarks, etc.) but the files cannot be saved without upgrading to the full editor version, or the saved document has a watermark. When used just for reading PDF files, they work just fine. Here are some of the best and worse.
